I have the programming skills, I would like to develop the expansion to Mr Jack with 6 new characters (2018).

Have you looked at the available license list? That's where the information is stored. Even if you skipped the developer introduction page, a quick google search will turn up the web page as its first result.

My bad regarding the old thread, I didn’t notice the date.

That said, I think Boppus’ message was fairly neutral and enthusiastic rather than demanding — more like an expression of interest in the project.

In any case, it would probably be best to contact the original developer of Mr Jack, who would have more context on the extension and its current state.
