Need to know if these rules are in place?

1 Soldato to brute force against Neutral Soldati?

Can rally 1 Soldato thru Speedboats?

Yes, the optional rules are in place. 1 Soldato to brute force against Neutral soldati or in a game 1v1.
You can rally soldati from 1 area through Speedboats
