This particular case seemed very weird to me, because it really wasn't clear what the non-playing player hoped to accomplish. It seems clear that they won't win if they take their move, but if they are expelled, they will come in 4th place.
I've come up with a possible theory, though. It's possible that they may be using time jokers to delay their loss in hopes that they can win some other games and reach #1 in the ranking. After that, they might finish those games normally and possibly drop back down in the ranking.
