It is a good suggestion. Then what will happen if the milestones and awards have a strong correlation like Terraformer(35TR) and Benefactor(highest TR) or Gardener(3 greenery) and Cultivator(most greenery)? Or will the milestones and awards be extremely favorable to terraformers or engine builders?

I don't see the strong correlation. It's like a sprinter and a long distance runner.
BTW in the expansion "Milestones & Awards" (which would be the way this suggestion would be implemented, I assume) Terraformer needs only 29 TR.
