I don't believe anyone on this site would play correctly from this clue without an agreement made before the game start that such clues are to be allowed, i.e. you need to fully respond to previous clues, including marked cards before playing for a new clue.
Thus no such agreement makes this clue strictly a blunder.
Most other moves made on round 1 are not blunders, but are very questionable.
Why would Matrics clue green to Sam if they can collaborate with 1 to Kaznaka followed by red on 4r to toto too to make 4 plays with 2 clues and already preparing 1y for play via prompt in the future...
Why would Sam not play a card that's possibly 1m, seeing 2m left on Matrics...
Why would Kaznaka play their 1r when it's visible Nikoko should most likely discard to protect 3m on Matrics, allowing him to clue 1w on Sam...
And given the invalid clue by toto, Nikoko should respond to it by playing leftmost, bombing 4y. Even if Kaznaka clued 5 to Nikoko to protect 5s, Nikoko should then assume this is a play clue for 5k second slot and still play 4y bomb to respond to an invalid yellow clue by toto, preparing to play slot 2 5k next round. Lack of response from Nikoko should be considered a blunder either way.
