Who gets the last few free building?

Anybody knows what determines who get the last few buildings for free at the end of the game? I have gotten a few but not very often, and sometimes all of them goes to one player. I feel like if it is random then it is just very unfair. why is it not distributed evenly or at least be played normally?

The player Wwho has the most in the particular colour.

Example

Player 1
Yellow 10
Red 3
Green 15
Blue 7

Player 2
Yellow 11
Red 5
Green 2
Blue 21

Player 1 receives the Green building (if available)
Player 2 will receive yellow, Red and blue
In case of a tie nobody receives the building
