Splendor is a 2 but somehow this is rated as a 1? make it make sense

The ratings are set individually and independently by each developer (or sometimes just left at the default). There's no guideline or rule about what the values should mean... so no, it doesn't make sense, and it won't.

I wouldn't exactly rate it a 2 either even if it's defnitely between 1.5 and 2 (due to the "next hidden card" aspect (and of course getting a good timing on the blues which are very flexible, but it can apply to the other colours as well))

I feel it's slightly less luck based than a few other card games rated 2 for luck on BGA (like Cardia for example)

I think this game has the potential to host 600 or even 700 elo players. Maybe a little bit more luck dependant than splendor, but that's close.
