Make setting to disable skipping in tournaments more visible

I'm grateful that there is now a setting to disable skipping in tournaments. Unfortunately, it is disabled by default, and its status is hidden away behind the "open tournament page" link. It seems like it should be easy to add this information to the summary tab that appears if you click on a tournament from the list.

I've created the following suggestion in case people would like to vote for (or against) it.
