Championship Series - Only one Discard Per Turn

Just started a new Championship Series, and the track has the condition of only discarding one card maximum per turn. Does that include the discarding of stress cards with cards from the garage, or is that only for the Discard Phase of your turn?

Step 8 only, I had it confirmed from the designers in testing that it works this way, and does not apply to cards discarded to upgrades in step 5.
