A "whisper" function needs to be implemented

I think it is crucial to implement a function that allows you to talk to other players privately, otherwise the game cannot really shine. Of course, other players should be able to see that you are whispering to people. Apart from obvious reasons, not being allowed to whisper doesn't even allow to take advantage of stuff like Hacan being able to trade action cards, since you don't want to tell everyone what card you have.

I understand the desire, but BGA implementations have to abide by approval from the publisher as well as from BGA itself.

After discussion with the publisher, the BGA implementation uses above the table communication, so no whispering is officially supported here at this time.

would people be more amenable to just sending coded messages through the offer section? so they know you're talking but it's blinded? otherwise you have to do all this talk in the BGA direct message system or be on discord.
