Your question is vague. Are you asking if you can do it in the current implementation on BGA, or do you already know that you can't and you are asking for that option to be added?

Those are not the rules of the game, and changes to the rules of the game require the owner of the rights to the game to approve it. So there is no option in the BGA implementation to house rule the number of points that triggers the endgame.

Of course, the BGA implementation could easily be changed to make the endgame condition 21 instead of 15, and not quite as easily, but still feasible, to add an option to choose the number of points that triggers the endgame. But such a change would have to be approved by the current rights holder for Splendor.
