Nekron Virus: Galactic Threat question

Hello

Playing our first game of TI4 on BGA.

I am the Nekron Virus, that has the following ability:

"GALACTIC THREAT: You cannot vote on agendas. Once per agenda phase, after an agenda is revealed, you may predict aloud the outcome of that agenda. If your prediction is correct, gain 1 technology that is owned by a player who voted how you predicted."

This is for either the first or the second agenda correct?

We had an agenda come up, I passed the galactic threat option as I didn't want to predict it. The agenda was resolved, now a second agenda has been revealed, and it's another player's turn to vote. I didn't get the option to use my Galactic Threat and predict the outcome of this agenda.

Shouldn't I have been able to?

It looks like it's another player's turn right now.

They might play a rider before you use galactic threat.

As a side note, one weakness of galactic threat is that if players don't vote and the speaker just chooses, Nekro doesn't get anything.

Thanks, I'll wait and see what happens. I thought it moved onto their turn to cast votes for the agenda, bypassing mine. I'll let you know the outcome.


Edit: ok. after that player's turn, I was able to use my galactic threat ability. Thanks. I wasn't aware that a player had the ability to do something that would take place before my ability.
