Were they above cultural planets? If so, is there a law in play on the "Objectives, Laws" -> "Laws" tab?

After checking, it appears you do not have any active games, so maybe it is already over. If you ever see what looks like a bug, please try to pause the game and create a bug report. It makes a snapshot of the game at that time, so it is very easy to check.

Reviewing the game log is harder, but I did confirm there was not an applicable law in play.

Another possibility, did the opponent have PDS units? Those give Planetary Shield as an effect on their planets, which prevents bombardment.

By the way, war suns (and also the Letnev flagship) disable Planetary Shield. So that is one way you can still use bombardment against a planet that has PDS units.
