Bug? Can't outfit frigate (coral cap pirates faction)

Can anyone come up with a reason for why the outfit frigate button would be greyed out and unavailable in this situation?

-My Flagship was on an island with the compass icon
-There was a crew member in the market of the compass suit
- I did not already have a compass suit frigate outfitted (although I did have two other frigates - palm tree and skull suits)

Possible causes?
- I did not have any dice left ( however it's my understanding that you do not pay the cost of the crew member when you use them to outfit a frigate)
-There we're two comrades on the island (does this affect things?)

Any help would be much appreciated!

The first step to outfit a frigate is to "Recruit a Crew from the Market whose suit matches the Frigate", so yes, you have to pay the cost as for any other Recruit action.

The rule is different for Filling a Job, which requires you to "Discard a Crew card of the Job’s suit from the Market" so in this case you don't need to pay its cost.

Very easy to do. I've made the same mistake a few times.

Another possible explanation would be the presence of the whale pod or a stronghold, either of which would prevent you from outfitting a frigate or filling a job.
