Where's my manhunt?

What are the conditions to receive a manhunt possibility at the end of the game?

I can't find it out. I am opening the cards of my opponent, and he always escapes, game ends without manhunt possibility

if you reveal a card in the last pile of cards 29+ manhunt is not allowed

30 or above, 29 is perfectly fine to guess.
