National Economy: What do you do when you have a worker you can't place?

Hi there. I'm in my second action of the first round. I'm playing in a 3 player game and we all start with 2 workers, so that means 6 total workers between all players.

There are 5 shared worker placement spots, you can also build your own building as private worker placement spots.

It's my second action of the game, I'm last in turn order, so I'm placing the 6th and last worker of the round.

All 5 shared spots have already been taken and I haven't built a spot of my own. I am being told I need to place the worker, but there isn't a place I'm allowed to place them. There also doesn't seem to be a "pass" option or equivalent.

Anyone know what I might be doing wrong?
