Reaching Elite does not require winning games against good players.

As people have noted: There is no demotion. So, any 3-game winning streak is likely to put someone into the net tier, even if that player is not a good player and generally losing more than winning.

Because of this, a player who has moved to the next tier might have plenty of games against players in that same tier who are also not all that good. Again, any 3-game winning streak happens and now that player moves up again.

For popular games, my understanding is that many weak and low Elo players are in the Elite league.

Additionally, for games with lower player counts and fewer games played, when a strong player first enters the arena for a season, that player could be matched against an Elite (but weaker) player in two consecutive games and jump right into Elite, gaining a huge amount of Arena points and costing the opponents a lot of points.
