Expansion CITIZENS : Pension Office, Tailor Shop

Hi all !
With the expansion CITIZENS, concerning following buildings : Pension Office, Tailor Shop
Do citizens on the Portrait count or not ?
For instance, it is clearly written for the Town Square (big Building) that each citizen on the Island board counts (no matter where they are located – on a City tile, Countryside tile, or the Portrait).

Answer = YES.
All Citizens present on your personal board count : Estate/Quarry, Buildings and Portrait.
