Capitalist build actions via card?

Capitalist build actions via card?

I'm not sure if this action is always being performed correctly. As I understand if a card has you take a basic action you take the action like a basic action but twice in my recent game I built companies with cards and I wasn't able to add workers as part of the action chain.
