Stonemason won't build both cellars

Is there a reason why the Stonemason (build 2 structures for 8) was set up so you can't build cellars?

On BGG the consensus is that you can.

If you can see what is clearly a bug and you even have a BGG thread to appeal with - just create a bug at https://boardgamearena.com/bugs?game=1384. Forums are not a good place for that
