Question about an odd Runner interaction

I had a survivor (Odin, full hp) with a single runner on the same space. Someone opened a door and the activate all runners card was drawn.

What the game did was have the runner attack me, and then run to an adjacent space that had more survivors on it with its second action. Was this a bug or the way the runners function? I've been looking at the rulebook and I can't find any reason why it wouldn't have attacked Odin twice.
