I think the amulet victory is rare because less player care about collecting fragments, and surely it is difficult to collect them.

Though you need to collect only 3 fragments, but the fragment zones are apart, so you have to collect them in separate 2-3 turns.

9 clocks is the least requirement to acquire 3 fragments, but there are few stable way to gain clock, the first is take the 9s, and the second is flip the 2s. As for other cards, they are unstable, and generating only few clocks.

Even the 9s and 2s have some drawbacks: the 9s give you only one clock one time when you take them, and generate no clock in their flipping effects. Lot of turn are spent and your opponent have time to take actions, such as take a fragment before your move.

As for the 2s, it generates clocks only, and it can give you 6 clocks in a turn, which is enough to gain 2 fragments. But you still need another turn to acquire the 3rd. If you want to get 3 in a turn, you need 7 clocks, and that is almost impossible (in a very, very rare situation, by the Book effect, you may gain 1 or 2 clocks plus a Another-Turn effect, then you flip 5 2s to gain 6 clock)

During your collecting, it is hard to stop opponents' plans by steal their pets or grabbing the first flashlight. This Amulet victory plan is not stronger to be a primary game plan. But it can be a considerable backup plan.
