Cross the multiple zones in Australia

How can I cross the border that divides Australia into multiple zones?

You have to go through a city or use the Triple Gauge card. It's one of the starting cards.

Keep in mind some regions are out of play altogether depending on number of players.

Has anyone been able to build through a city to get into new region? It does not appear to be working so I have raised a bug.
This is a game with 4 players

Where are you trying to build to/from? Only the eastern regions are in play in your game based on the game options.
