The PDF rulebook provided for this game is rather top notch. While it doesn't answer every question I have come up with (a couple rarely encountered instances with grey areas), it does answer the vast majority of all questions. It has a decent Table of Contents as well as an actual Index!
I really feel for the developer when 95% + of all reported "bugs" are just people not understanding the basic rules of the game. I have seen "bug reporters" swear up and down and jump to and fro throwing a hissy fit that they have been playing this game for 10 years and are experts on the game ... but they prove themselves to not know the rules of the game ( ... and probably have been playing the game wrong for 10 yrs
)
I believe that if more people took the time to consult/read the PDF rulebook provided that the overall quality of play in the community would increase, the developer could spend more time on actual "bugs" rather than people reporting rulebook enforcement as a "bug," ... and people would just generally play better.
