Can’t select tiles on SUSAN - Bug or settings?

The last couple of games I’ve played, the SUSAN automatically turns to the next tile. We haven’t been able to choose the tile we want when we’re the active player. I can’t see anything in settings that’s causing it. Is it something that can be changed or is it a bug? If it’s the latter I’ll report it.

TWO PLAYER VARIANT

To maximize strategy and planning specifically in a two player game, the space station should be rotated by one depot clockwise each round instead of the station commander choosing its orientation.
Each subsequent round, the station should be rotated one depot. All other rules are the same.
