State and IMF

Just had Hegemony game as State - my 7th overall and 2nd as state.
Won with 134 pts ahead of WC who got 111, CC 103, MC 102.
Started as only player below 100 ELO.

This is half flex, half confusion, because I am not sure how that really happened, considering IMF intervened not once but twice?
Shouldn´t this be really punishing to the State?
Not sure anymore how to stop them when playing as anyone else.
Was I just unnaturally lucky with event cards/legitimacy tokens?
My VPs at the end: 15 from passed bills, 21 from event cards, 14 from players using public services, 15 from players taking state benefits, 44 from legitimacy, 10 from Agendas, 4 from money, 11 from resources.

It is possible that you got very good events and cards, providing you with several legitimacy shields before IMF. Also, maybe other players targeted each other, not seeing you as threat because of low ELO, allowing you to win. I am bad at the game but playing as state is super easy and you can reliably get at least a second place by just acting semi-competent.

I've seen state Winning after 3x IMF before

Depending on events IMF isn't necessary that bad for the state, it's situationally good strategy for state to self imf to screw CC/WC in early game

21 VP from event cards is ALOT. Average winning state player only gets 10, you did draw pretty well and drew immediate response at right times
