Why can't I Carve?

In my solo game https://boardgamearena.com/tableview?table=899218176 I have got a size 4 worker and 2 honey, but the Carve action is not offered (Also the Advance action is missing, but I don't have the resources needed. All other actions are offered.).

I think this is a bug and have added it here https://boardgamearena.com/bug?id=235660, but maybe there is just someting I don't recognize? Any help is appreciated. Thank you!

You have no room to place the carve tile in your hive...
