The developers manage tags of their games. If they don't care, a game may not have any tags at all.

Now Empire Plateau has interaction 5, chess has 0, EP has complexity 4, chess has 3... Really?

Without a proper standard these parameters are completely useless as filters, as I said before.

What about having them voted by players? And you need a certain status to do so. Something along the lines like being a reviewer.

Another one I just noticed is for bang. Complexity here 3 - bgg 1.6 . You can probably explain bang in a few paragraphs (although there are several special case scenarios because of player abilities). Also the description of every cards functions are printed on them.

I've often wondered if the complexity rating of games means the same as the difficulty rating. For example, some games are simple to learn yet more difficult in strategy.

Assigning 0 to Chess for interaction seems strange, unless they have a very specific way of defining interaction.

The rules of Chess are pretty simple (elegant in their simplicity), maybe that's why the complexity rating is not that high. Still, thinking far ahead in Chess seems like it requires more complexity than the thought that goes into most games. But maybe here again it depends how they define it.

But if players can't collectively agree on what the parameters mean, that doesn't solve the problem.

Even if there were an objective meaning in the abstract, it doesn't mean anything on BGA because all of these settings are decided by the game developer and are frequently just left at their default value making them a useless indicator. I never rely on the numbers here and go to BGG instead. On BGG, the weight/complexity score is explicitly "how difficult a game is to understand," i.e., how simple or hard it is to learn.
