How is a tie possible?

We just finish a 3 player game that ended in a tie. 2 players were at four "pugs in mugs" (who tied and won) and 1 player with two "pugs in mugs". There didn't seem to be a reason of the game to end. The deck was empty or anything like that. None of the rules state anything about being able to tie.

This is because of the rule that says that you cannot steal a mug for your 5th mug, so if the last mug is claimed, and no one has won yet, no one can win.
