Some things could use clarification

I was recently playing this game with a friend, and a few things came up where the text on board game arena did not properly describe how something in the game worked:

Movement - while the game says all actions are optional, this does not properly describe what occurs if you choose to move to the city you are currently in. If this was just skipping your move as the "all actions are optional" implies then Jessah would not be able to catch Angela by doing this, but she is able to do so. Presumably Angela would also trigger a radar affecting the city she is in by doing this but this situation did not come up.

Additionally, it would help if it was explicitly stated that Angela can move into the same city as Jessah without being caught. The rules already do state this by saying that Jessah tries to catch Angela as part of moving into a city, but clarifying the situation would still be useful.

Improvements - Two improvement cards have descriptions that do not properly explain their effects.

The Overtime improvement card, which allows Jessah to take 2 actions when taking a wild action, should state that the two actions must be different more clearly. The small =/= on the bottom of the card is easy to miss if you do not already know what it means.

The Reinforcements improvement card, which allows you to increase the value of one of your actions tokens by 3, only mentions the action resolution phase, despite being used in the action programming phase. Someone who is working off of only the description could miss the fact that it must be used when placing an action token, and that Angela can see when they use it.

Neither of these effects are unclear when they are actually being used, but the gap in understanding between when you pick the upgrade and when you use the upgrade will harm new players when they are planning their turns.

I agree with the movement in same city. Nothing clearly states Angela can move into city Jessah is in and not be discovered. I knew opponent had moved into the same city as me. Kept reading rule book but could not find way to search city. I had a movement, but chose to pass thinking she would search the city. This should be an option. Movement - to another city or use movement - to search city you're in.

We're not sure if you're referring to the pdf rulebook or another instance of the rules, but we feel like the official rulebook covers what you're mentioning here.

Deciding to spent a movement to stay in the same city you're already in is different from skipping your move altogether. You can choose to do either of these things, with different results. If you fail to spend a move as Jessah, you will end up not searching the city you're in.
As Angela, you can decide if you want to trigger a radar or not by spending a move or skiping it.

The rulebook is actually pretty clear about this:
Each time you enter a new city, you search it to see if is there. She must tell you if she is.
Note: If you want to search the city you’re in before leaving it, you must spend a Movement to do that.


Important! You do not trigger the Radar if… you don’t use your Movements and stay in the same place. You aren’t obliged to tell if you used your Movements or not.
Note: You can use a Movement to trigger and deactivate a Radar without moving to another city if you like.

We understand the feeling, but as you're stating yourself, the rules are pretty clear about this. We decided this is a move we'd rather have players find out by themselves while playing. ;)

The description of the FBI Improvements is indeed on a sheet separate from the rulebook. We've asked for it to be added to the files to download from the game page.
