basket chair separates newborn from mother

When I play the minor improvement, C022 Basket Chair, after taking Wish for Children as my first action, the newborn is left on the action space after moving my worker into the chair, preventing a second Wish for Children action in the same round.

Was this the intended behavior? I'd expected the child to have been moved into the chair based on this comment from Grzegorz Kobiela, https://boardgamegeek.com/thread/232882 ... 0#33567910.

It's intended, if it worked as you suggested it would instantly be banned for being overpowered, and it's inconsistent with various other rulings. I'm not sure ponton would stand by it now tbh

But then shouldn't the card text be updated (or else add clarifying notes) that Wish for Children is also exempt from the effect?

Wish for Children is not exempt from the effect. If the first person you placed was on Wish for Children, that person will move to Basket Chair if you want. It just won’t also move the other person on the space (the newborn).

I can add a card ruling clarifying that.

But where is this ruling? The referenced ruling in this thread, and in the unofficial compendium is the opposite of what the BGA ruling says.

The card itself is clear:

"When you play this card, you can immediately move the first person you placed this work phase to this card. If you do, immediately afterward, you can place another person."

It says "move the first person you placed". It says nothing about moving the newborn, and newborns are people in themselves.

The rules are explicit that newborns are placed on the Wish for Children space when you grow there.

Hence why the ruling from 2019 was inconsistent and would make Basket Chair immediately overpowered and banned.
