What do you mean by "rules" for setting up a real time game? Are you asking if someone is obligated to accept a match once they are paired with someone?

As for turn-based games, some people play dozens and even over 100 turn-based games at the same time. As long as they are staying within their time limits on all of them, there is nothing wrong with that.

It seemed, some time ago, when I first tried a real time game that I could only play 1 at a time. I was wondering if I'm allowed to play a RTG while playing turn based games.

You can only play one RTG at a time, but you can play one RTG and dozens of TBGs at the same time.
