The reality is publishers probably earn extremely little from games being on BGA. So they might think they can earn more if they make their own adaption which they sell individually. However, they probably also underestimate how effective BGA is at keeping a game popular and getting more people to buy it.

So many games I've tried out and/or come back to on BGA and then picked up copies

I can understand not wanting to put everything on BGA and I know there is a revenue sharing for premium games but not sure how that works out. Perhaps a middle ground can be found where you could "one time" purchase expansions on BGA for a few $. I expect that developing on BGA is much cheaper than doing it yourself on app platform
