I'm not saying that everyone do it. Of course I'm saying it just in this specific case.
I don’t know, I think most people who play a lot of real time games run out of time every now and then. Do they regularly get kicked out? Maybe not. Personally, I make sure to finish my move before my opponent can catch me. But it would feel a bit absurd and overkill for me to announce every game that sometimes I go in the red. Not to mention that if someone is willing to pull the trigger on me, I don’t suppose they would act any differently if I were to announce it. Seems like a unnecessary bother more than anything when people just want to focus on the game.

It’s like saying good luck at the start of a game. In turn based it’s okay, but in real time would probably be unwelcome.

This is not true. Anyone who is out of time automatically votes yes to "Propose to collectively abandon the game." So you just have to wait until they are actually out of time (not just "afk") before invoking that option.

Saying that you personally make sure to not put yourself in the same situation as the OP, or can't be bothered to use the chat doesn't mean that it's unreasonable for the OP to use the chat as a tool. Perhaps not at the start of every game but certainly in specific games where he struggles.

In a perfect world, he would just play faster or not join games that have a fast time setting- but thinking outside the box doesn't warrant calling it absurd. In fact there's a pre-set chat message that says "I need a little more time" so it would take seconds to use the chat.

If it doesn't work for you, that's fair, and we can agree on that.

All I was trying to do was give the OP something different from the obvious in the spirit of helping.

For example, a player apologized and said they had to leave a game because their child woke up sick. They then went afk. The other player and I would have been fine to let them avoid the penalty but they couldn’t vote to end it without penalty so we had to expel them.
As meeplelowda said, this is not true.

If it wasn't possible to cancel the game without penalty, it means the other player active player refused and instead chose to expel.

Or it could be that they tried to do it when they saw the "[player name] has disconnected" message in the log but before that player actually ran out of time.
