Animal Husbandry Worker's Fencing Action

The Animal Husbandry Worker says "If there are still 3/6/9 complete rounds left to play, you immediately get 2/3/4
and a Build Fences action. During scoring, each player with the most pastures gets 2."

I am playing it in round 11, and I am not getting the Build Fences action. When we play live, we have taken it for granted that you get the Build Fences action regardless of whether you get any wood or not.

Have we been playing this card incorrectly, or is this a bug?

If you can post the game where it happened maybe we can figure out why it happened. but looking at your profile you aevn't played a lot of Agricola recently, and in the last two games in the past month there was no anial husbandry worker card played.
