I feel like this game shines at 3 from what I’ve played so far, would it be a better Arena format though?

Absolutely. Currently the gurus vote for the next arena season is 3 player long game.

2p is silly. 4p would be fine if we got the more corps expansion, without it the power discepancy between the corps is too steep. So currently I think 3p is the most ideal player count.
