I found a way of determining how good a player is compared to other players at that same level, which is tournaments for only that level.
There is tournaments for players of every level except master (Majki1988 already has a cool master game of thrones tournament series) and each week, there will be one tournament in the series, going in order of level (e.g. week one is for players that are average, week two will be for players at the good level, and so on)
Week one will start at average, and then every week will go up a level, until expert, and then back to average.
