I play this game a lot. I think nobody who plays the game a lot will ever run into this bug because we all play 2 player games where it is impossible to happen.
I do feel sorry for those who play with random opponents i a big table and run into the issue. So imo removing the option to play 5p games is a sensible approach when a fix is too much effort.
From what I've read it can happen with 4 players though (which is why the rulebook handles it, since the game can be played 2 to 4 players).
The fact that BGA made it playable for 5 players when apparently that's not part of any rule or version of the game is yet another issue that never should have happened.

i think it would be fine to scrap the checkpoint part and just allow undo including the revealing of information. at that point it won't matter much anyway because you're forced where to put most of your houses and 4p games are not highly competitive anyway. getting stuck is by far a bigger problem.
but i guess it's probably a lot of work even without this.
as long as nobody gets to fixing it maybe allow 4p+ games only in friendly mode? that would avoid it happening in arena or tournaments.
Most is not all, so there could still be some strategic choice in where to place some houses, and if a format exists then it can be competitive.
Regarding the undo feature, maybe players would consider it a hassle if it was removed entirely. But there are games where you can go back during certain points in your turn but not at some other points (generally when some information is revealed). Something like that could be done here, although it doesn't solve the programming difficulties.
