Has anyone ever requested that BGA allow you to make notes on your friends for which games you play with them? I have like 15 friends from 7 different games, and it's not easy to remember. :D

Someone probably did, but like any other proposals also this one would be ignored for years.
I have 100, and more then half I don't recall who they are, so at some point I started to make notes, using "opinion of player" feature. It is of course a half-measure, because it isn't shown on buddy list. You need to open players profile to see it, but I don't know any other feature that could be used.

That could be solved if it was possible to sort your friends into lists that you could theme however you want (with possible overlaps between lists).

Except that you don't see those notes when and where you need them. They aren't seen on buddy list or invite a friend to the table option. So functionality of that, in this matter, is low. IIRC those notes were seen in feature that was deleted few moths ago by BGA. One that from lobby you could send "proposition to join table", one where you had list of all players online that have this game in theirs favorite. But that was deleted by BGA and nothing similar was offered in return. https://boardgamearena.com/bug?id=206847

That seems to be in line with a recent comment that talked about how the site has recently been making choices that go against the sense of community on here.

I suppose maybe they think that since this is a competitive place, they shouldn't encourage those things too much? Like if there's too many bonds in terms of friends and groups and such, this could influence game politics and fairness and things like that.

In a way that makes sense, I mean, when you think about sports organizations, they don't have a feature that encourages athletes to be friends with other athletes. They can be friends in private if they want, but it would be weird if the organization organized friendly parties and stuff.

It's certainly a tricky balance to achieve though, because many would argue this site is also a social place of sorts.
