Outskirts director doesn't work?

Have outskirts director, placed a worker in the hollow, and didn't get the option to place reeds in order to place another worker?

Is this broken or am I understanding this wrong / should I have done something else?

"Each time you use the Grove or Hollow accumulation space, you can place 2
from the general supply on the other space. If you do, you can immediately place another person."

According to the game log you never placed a person on the hollow or grove action. You only played 1 round so far and went to lessons and clay pit. Now the second round starts.
And even if you did: you didn't have any more meeples in the home to place anyway. So the card would not trigger in round 1.

Right, it wasn't clear what the hollow was so I googled it, and it appeared to describe it was where I picked up clay. Does the hollow come out in later rounds then?

Ah, the hollow is on the left now I've looked more closely! Only played the game once before IRL as a 2 player, hadn't noticed the extra spaces.
