If you have an "emergency" that prevents your from playing (which could be as benign as an unexpected visit), it's better to quit the game than to disappear and make everyone else wait until you run out of time, plus extra time because they're so nice and don't want to expel immediately. Sure, it's better if you can write something like "sorry, have to leave" in the chat before, but sometimes that's not very viable.
I don't agree at all. You don't know if they want to quit and how it will affect them.
If it's real time, they'll only have a few minutes to wait at most before the decision falls in their hands. If it's turn based, it's not like they are watching you play live anyway.
For those reasons, I don't see a valid reason to ever quit, especially not if the justification is something like an emergency. Nothing prevents you from just leaving (physically, I mean), then later come back and see if the game is still on, or if you got kicked out. If it's the latter, well it's too bad, but not like you could have done something different anyway. In this case the guilt falls on the person who apparently didn't care enough about the game to wait for you to come back.
However, the subject was not emergencies per see, but the example where someone's power cuts off. I still don't understand how you can quit in this case, since you will only know the problem after your power has been cut down, in which case you can't even click leave anymore. What will happen is you'll just run out of time.
