Player Sniping?

Hey guys, so I've experienced this ALOT as a newbie to this site and I'm just wondering if it's accepted here as "just something that happens".

So want to play a game, see a nice 3-player game of Tokaido - I notice my opponent is in the top 10 players for this game. Wow, okay... this'll be tough but hey, it's set at 3 players right - so cool, maybe it'll balance out.
Anyway, so the player starts the game and I accept thinking we've gotten our third.

Nope.

I enter the table and it's actually 2 players and this player just messes me up. Big time.

I know I could just check the table before going in, and I definitely will next time, but is this kind of predatory behavior encouraged on the site? It's doesn't feel really nice for a beginner and can certainly turn them off. I know I feel cheated.

the predators do exist, but there are a tiny portion of the player pool. i make it a habit to always do a quick scroll down to make sure the settings are what i expect before i click 'accept' on the game start. doesn't work for turn.based, but i've been burned a few times by players changing the settings after i join but before the game start.
