Since this topic concerns me in general, I note that I have not been able to reach the master in this game so far. Only two made it, it seems.
But they came up with a very funny idea.

This is real, and everyone saying it isn't is lying to you. When you reach master rank, you gain the ability to adjust luck levels. I just reached master in Heat: Pedal to the Metal and unlocked this option on the menu.
Someone adjusted your luck level to Hard

How do you know which target cities you(your opponent) are offered at the start ??
