Soft Tire Mechanics

Hello,
how exactly do the Soft Tires work in this example?
I start L1 with soft tires, then I change to any other tires in L2, and then I change back to Soft tired for L3, how do they behave?
Do you get max penalty, since its L3, even though you used them only for 1 Lap?
Do you get their full boost, since it's a different pair than the one in L1 so you get the +1 move?
Do you get the "L2" properties since it's technically the 2nd lap you are using them?
