chameleon+6 different animals

I just had a chameleon plus six different animals, but no lion. The chameleon could count as a lion. Why isn't that counted as a win?

A possible reason:
If you obtained the Chameleon by drawing a Parrot (declaring another animal, and revealing/receiving a Chameleon), the rules state that the Chameleon is treated as the animal you declared. If you guessed anything but a Lion, it will not be treated as a Lion.

Hm, hat would be in the rules. But here, it just says that the chameleon can be used as any animal.
I've come to believe that it's a bug?

A chameleon counts as any animal, but does not take on the characteristics of other animals
