Using a tactical warfare card, how do you remove a command token from a system?

Using the base game version of Warfare, you just choose the system to remove a token using the primary effect.

If the table has the Thunder's Edge version of Warfare enabled, it works differently. Instead of removing a token, it lets you activate a system even if there is a token already persent.
