Nefarious intentions? More nefarious than trying to win the game (i.e. the same intention as everything else the do in the game)?

Wanting to win is not nefarious (you could even say losing on purpose would be the nefarious intention). Grabbing a win through timeout is nefarious and is essentially the opposite intention as those who want to win, since the person doing that is clearly not motivated by the same sort of thing. If they did, they would never accept receiving a win that way.

I think bullying others into not kicking players out of time is nefarious.

If people had the option to have a strict time limit where a player is automatically skipped when they run out of time, we could avoid all of those "nefarious" cases of people being skipped.

As long as the system is what it is, people have all the freedom to do it. Criticizing the behavior, or suggesting the system could be reworked, is not the same as forcing people into something.

It’s like in real life, just because something is legal doesn’t mean people can’t be harshly criticized for doing it.

You probably realized it while writing your post (especially as you've been challenged on it before), but those two statements are not at all equivalent.
I'm not saying they are equivalent. I just find them to be contradictory positions that a lot of those people often hold.
“i.e.” is an abbreviation for “id est”, which means literally “it is”. Your parenthetical, in using this abbreviation, is in fact equating these two sentiments and saying they are the same thing. So you can see why tbhp thought that.
Yeah, I probably should have just used "usually" instead since everyone agrees with the idea. My mistake.
