skip player out of time

I have been in more than one game of Puerto Rico where a player gets a time penalty, and the button to skip them comes up. Does this button really skip them or does it quit the person out doing the skipping? Seems like everyone's afraid to use it at the table, and so the game is stalled...

When you press it, your opponent will quit of the game.

So you can continue skipping all his/her turns or finishing the game automatically. At finish the game (in both cases) you will got a percentage of ELO depending of the game progress when the player was skipped. (only if you're playing with ELO on)
