My ELO dropped 27 points. Will this ever be refunded or am I just out of luck? I tried logging back in dozens of times but the site was completely down.

With the ELO system you will eventually get your points back automatically, just by playing games.

Consider that you are now 27 ELO points lower than you are supposed to be. If you win against someone, you will gain more points than you would have done if you were 27 points higher. If you lose, you will lose less points...

Consider the person that beats you. They will gain less points than they really deserve given that your rating should 27 points higher. Or the person that loses against you will now lose more points than they should have. You are effectively cheating your opponents out of their points!

Soon you will find your ELO fluctuating around a value determined by your given skill level. Soon enough, this whole sorry episode, and ELO crisis, will be just a distant memory, and then the world will quietly return to normal...

Edit: I guess you are kind of out of luck, but it really doesn't matter!
