Why not just leave it as a report and let them deal with the multiple accounts?

Because, until they do, many people can be damaged.

1. Mods don't always respond to reports in a timely fashion.
2. I appreciate knowing this information so I can avoid playing with this person in the future. I don't see it as using "the forums as a courtroom" but rather as letting your fellow players know that someone's cheating.
